For the @ you can chek the previous answear.

This is not an encoding issue but an anti-spam feature of the wiki display.

For the database encoding you should look at the download information that says:

2) Create a new database using SQL_ASCII encoding.

characters with accents and @ are viewing like this (@ NO-SPAM ~ ~ @)

I forced the encoding of the data base to UTF8, but the problem persists
