When moving a project, if the projects security groups reference a peer security group, the reference to the old security group is maintained, but not visible, or maintainable. This causes an error. To fix this, you must recreate the security group in the old location, then delete it from the security groups that referrence it. It will be easier to locate the security groups that referrence it, if when you create it, you give the security group a recognizable name (the security group url).
