I don't know if I understand what you are saying, but for sure, the Subversion resource is more simple that what you are expecting. It allows people to create and manage security on svn repository available through http/webdav access.

I don't know if my explanation is clear as I might still have some alcool left in the blood.

I still like so6's gui front-end but there will always be hackers' celebrators that just wish to use their own repository. Saying LS supports "remote subversion" is definitely a gained freedom!

And then… if you're talking of externals… you say it… svn externals as well ? (i.e. only track a sub-tree that is populated with external).

Yes you can.

We use two scripts to initialize the subversion repository, these scripts can address another server. Then the authentication is performed by an apache auth-module, and can also be remote.
